Dev console

The web console chrome family (agent-console epic, WS5) is the set of surfaces that make the dashboard’s dev console: a thin status bar, an editor tab bar, a file explorer over the shipped Tree, and the code panel. Web-only by scope (the de-phantom verdicts): these have no native-console equivalents, but every one speaks the shared tokens and design laws.

The dev SIDE PANEL is deliberately not a component: it is a view composing the shipped Panel (with its splitter); see the note there.
